Because blue is held to be 'trustworthy' in the eyes of voters. At least in policy wonk/PR circles. That's why you see so much of it in debates, for instance.

Plus Navy/Charcoal are the default for suits in the United States. Politicians/Presidents grew up with that as the case, and stubbornly hold onto it. To do otherwise would be to be considered 'flashy', like Obongo's faux pas tan suit.

Black in suiting is seen as a color for undertakers, waitstaff, and funerals. In an American/Western context.

You wear black if you want to be in the background. It's ok for a winter overcoat but as a suit it's for activities/venues where you don't want attention. Casino and philanthropies or galas aside, you wear black in a professional capacity if you're a chauffeur(very classic would have a driver's suit with hat but that's another tangent) or a bodyguard where you don't want to be the center of attention. Otherwise it's for funerals or the club. Wearing black shows that you're not bon vivant and a bit uncultured. An overuse of black shows laziness, incapacity, lack of virility, discretion and it's sort of glaring desu.
