Preshrunk is the default for normie clothes because normies can't be expected to take care of their clothes. They want what's most convenient i.e. machine was warm -> medium or high heat tumble dry. If you're buying more expensive clothes it's assumed you'll care for them properly.

Preshrunk is rather rare and I've mostly seen it in higher end utilitarian garments (scottish knits, sailing/yachting clothes, etc). If anything unshrunk is the norm, making it....... normie.
