Because there is a lot more to be finished.
The tourbillon cage for instance is entirely hand finished, and takes up a lot more work than the entire basic movement in the basic Overseas. And the rest of the movement is also a lot more intricate.
And it's not just finishing, but hand tuning and fitting as well.

Lange does the same thing: the level of finish is the exact same on their "cheap" watches as on their top-end watches. There's just a lot more of it because there are a lot more parts to be finished.

Watchmaker ABC down the street finishes it, the whole thing, apparently. The other movement goes to fucking Phillipe Dufuor or some legend, okay. Forget name, desirability. ABC movement is say x - amount. Phillipe Dufuor is 10x that. How come? Because the attention to detail regarding everything within was above and beyond ABC watchmaker. How brands interpret the Geneva Seal is largely up to them.
I assumed you were talking about two watches from VC.

Between a Vacheron with Geneva Seal and a Dufour, the difference is going to be in things like anglage.
With Vacheron (and Patek, and Lange, ...) the anglage is pretty much a relatively narrow 45° angled cut that is then polished by hand.
With Dufour, Voutilainen, ... the anglage is much wider and is entirely rounded. With more complex shapes, curves, corners, ...

The finish on the ultra high end (Dufour, ...) is more elaborate, but all the same surfaces are finished on both types of watches.
The Geneva Seal calls for a finish of ALL surfaces of pretty much all components (including the sides and back of every plate, all the surfaces of all the wheels, the screw heads and even feet, ...). The only surface I can think of that does not require a finish according to the GS is the holes in which jewels are press fit, because those need to remain rough to provide friction.

Between a "cheap" Vacheron with the Geneva Seal and an ultra high-end Vacheron with the Geneva Seal, there is no difference in the level of finishing; there's just more of it.

That’s literally what I did. I got a $60 shitter and hired someone to do the NH36 movement, datewheel, and handset swap for $160. It makes no goddamn financial sense. Digitals are more reliable, legible, and feature packed. And therefore more functional.
