Absolutely not. Anyone can wear this as long as they are confident and don’t care what people think. You should be dressing for yourself, not for others. Is this style more common in Italy and other Mediterranean countries? Absolutely. But you could wear this wherever you are.
>How is this different than Trad/Ivy/Prep?
Whereas the /TIP/ threads favor classic styles and tailoring, wider fits and more drape, Mediterranean and modern menswear favors slimmer cuts, tailored closer to the body to accentuate and flatter your body. Slim fit is allowed and in many cases encouraged.
>Where should I start?
Start with sport coats and mix and match with trousers. Experiment with colors and patterns. Don’t be afraid of color. This isn’t business style, where bland conformity is the norm. We want to be colorful, and experiment with fabrics. Wear linen, wool, cotton, anything you want.

Reminder that you should order things when you want them, not when you intend to use them. Waited with ordering a specific fabric, because it would just by lying around in my room.
Last week I tried to find it, the shop only had a scrap left, luckily it was the exact amount I wanted. The package arrived on Wednesday, without this fabric, apparently they sold it to someone else but it was still in their system (this was marked as first come first serve).
Naturally, I asked when it would be available again, and the replied that the manufacturer discontinued this line entirely.
The other fabric is really gorgeous, though, can't wait to work with it.

How much padding is in there? On a heavily padded shoulder you need it wide enough so that the sleeve can hang straight down from the end of the pad. On a minimally padded shoulder you can shorten it, so that your arm peeks out from under the seam.
Easiest would be to take a pic of you wearing the jacket without sleeves, but people are likely going to make jokes.

i notice the seam is slightly after the bone, this is good to know. i was unsure if the seam should fit such that the entire arm including all of the upper shoulder muscles should be contained in the sleeve. i also notice that the shoulders sit slighlty away from the mans natural shoulder blade, is this typical on a jacket?

You can make it higher, but you need extra fabric for that.
The other option is changing the slope of the shoulder, but I'd avoid that, because it shortens the jacket and makes the fronts flare outward. That is likely to make the chest tighter for you.
Try basting in the sleeve as it is, at your preferred seamline, then adjust as often as you need. Without the changed armhole I mean

I’m following a bunch of Permanent Style capsule stuff to actually get a decent beginning of a wardrobe I can use before experimenting more. For knitwear, would I be better off with some cheaper uniqlo knits in different colours and crew/rollnecks so I can get maybe five lambswool for £100-150, or am I better off buying better like William Lockie, Alan Paine etc and maybe starting with three or so for £300ish?

I’m not sure if it’s stupid to buy anything but Uniqlo tier knitwear right now when I could save an extra couple hundred towards the price of a sports jacket or pants or shoes? I’m not pressed to save by any means but it seems less daunting. I’m really not sure which colours should be crew neck and which should be roll necks since I can’t imagine pants or jackets to pair with and I want to get as much as I can out of a few items.

The price of any nice design from Rubato, Anglo-Italian, Luca Faloni etc is too much for me and I think I’m safer keeping sweaters basic for now before I explore rib, cable designs and classic shapes.

If I understand correctly you are 2 years in but not entirely consistent? Take the following with a grain of salt as it is not a science.
Wait until next fall/winter before you start buying expensive items. It sounds like you are still growing and changing. Keep your routine consistent and eat and sleep right. When the novice stage ends you will know it as gains will plateau and there will be only slight incremental changes.
If you expect to go up in weight then hit your target weight first. Hard to say where muscle growth will occur. I am the same height as you but 96kg, 36 waist, 45 chest, 15% bodyfat. Your weightlifting and fitness goals should take precedence. Once you have hit your targets your body shape will be stable and then you should invest more into clothing.
For now get only the basics. Uniqlo is fine, it does not last long but you don't need it to as you will outgrow it. Save the expensive purchases and MTM for later. In the meantime read up as much as you can, go to lots of stores, try things on, look at how things fit online and irl.

When it comes to "influencers" my issue is whether or not they actually have real jobs or if they literally just post pics on instagram and give fashion advice.
There are many that own menswear stores or are related to the industry, and them dressing in suits and taking pictures isn't seen as weird. When it's just some guy like Justus Hansen who literally just posts bullshit on instagram while dressing up in a suit to go grocery shopping, then that's when it gets bad

Say you turned the garment inside out and you can see the stitches of the seam. Before you open it, reinforce the seam by sewing back and forth over the old stitches. Do this for 1.5cm or so left and right of the part that you want to open.
This should make it easier to understand:
