You should just be able to fold and repress without cutting. However depending on the buttons of your cuff, you may need to take the entire sleeve off and shorten it from where it connects to the body of the coat. Don't recommend doing that yourself, or even having a tailor do it unless you already know and are comfortable with the quality of the tailor's work.

thankfully the sleeves on my coat are just plain sleeves without buttons or decorative elements, just plain fabric. it is however a moderate weight wool peacoat, so my first concern was bulk in the sleeve.

Provided you're still picking and restitching, the extra bulk shouldn't be a problem (it will just go farther up the sleeve as opposed to being folded on itself to be thicker). Might even help with the drape of the sleeve a small tad.
