Can I get the non-wave tuna (~120€, below tariff threshold of 150€ if I get unlucky) and a wave dial (~20€) and mod it myself, or do I hope that the wave tuna (150.46€) falls by 46 cents and get that one?

metal bracelets are often tailored towards the watch to fit flush with the case. it is always advisable to get the bracelet version because you can change it for other types of strap easily but if you want it on its stock bracelet and need to buy the bracelet separately, they make you eat shit and pay retard prices for it.
also the leather bands that seiko uses in their presage models tend to be underwhelming. the leather is too thick and rounded, making it feel cheap and not very comfortable. they also come with a deployant clasp and deployant claps suck balls because they add tremendous bulk to the wrist. so even if you purchased the leather strap version, you would probably end up changing it anyway.

Because it would mean they have to invest into producing these thicker gaskets, different cases and casebacks. As long as the thin oring is doing it's job, they won't change that.
Also you need more space, with bigger movements, the watchcase would get even bigger. At least that's what it looks like from the foto, gasket takes like 2-4 mm of space.
