I've been eating around 1k calories a day. I am 5'4" and my goal is a 23" waist. I'm at 26" right now, so I have 3 inches left.

Honestly I'd say talk to a dermatologist about it, they may be able to prescribe a firming/tightening cream like tretinoin, that over an extended period of time can help your skin firm up.
