OP here, you're right it's not really neo noir, as neo noir really just means any noir film past the 50s classic noirs.

I guess it could be considered "trad cyberpunk" in that its kinda of a style shown in pre cyberpunk imagery of the future, but i'd rather not have that association

"Neo-" does not mean "futuristic," you plebes. Noir refers to the initial noir cinema, and neo-noir refers to the new noir (hence, "neo-") that came out that was influenced by the initial Hollywood noir movement.

The term you are looking for, coined by James Cameron, is "tech noir."
If you're gonna post please educate yourself.

As an aside: the term "cyberpunk" was initially used as the title of a short story, and was not intended as a catch-all name for the new science-fiction scene that was developing in the early '80s.
Here is the original short story; I am posting it because it includes a brief foreward by the author, Bruce Bethke, on the the term "cyberpunk," not necessarily because I think the story is worth reading.
