Orient and Seiko are the kings of that price point but they all tend to skew a bit large. If you like the Seiko SARB you can find an 033/035 for under your $400 budget sometimes and they are pretty solid if a bit played out watches without being absolutely huge.

If you're fine with something right on the line of your size limit the 2019 versions of the Orient Commuter and Symphony are both pretty great watches at half your budget and are very reliable (though as with anything in this price point the bracelets tend to be a bit chintzy).

Just above your budget is the Lorier Falcon which is really fantastic and does pretty much everything you're asking for if you can save just a little bit longer (though if you don't want to wait on the waiting list that's totally reasonable because microbrand shenanigans can be annoying even if they're better value for money). Also right outside that range ($500) is the Traska Summiteer which can dress up very well with a strap and has a great hardened bracelet/case as well as a Miyota 9039 which is much better than most in this price segment.

There's basically two problems with that.

Firstly, it's fairly standard for microbrands under $400 to have significantly better bracelets than even ~$1000 watches from established brands (and considering pretty much everything below Longines in Swatch group as well as most low end Seiko/Orient/Citizen have their bracelets manufactured by the same 3 factories in Hong Kong as the microbrands it's not really much of an excuse).

Secondly, when you can find bracelets for $80-130 from companies like Strapcode/Uncle Seiko that are better than most bracelets in the ~$1000 range from any established brand there's really not much excuse. For Mark from Long Island Watch to switch from hollow links and stamped clasps to fully milled and solid links it was such a low cost difference that he didn't even chance the price.

It's reasonable for a sub $300 Orient/Seiko to have a flimsy bracelet made out of cheap stamped metal and with hollow links. It is not reasonable for Seiko to have the same quality bracelets on their $700 tool watches when a $100 (at the consumer level not even wholesale) strapcode blows them out of the water. It's not even close how much better the bracelet on my Nodus Retrospect and Zelos Mako are than my Samurai's stock bracelet.

the dw5610 is better because it's small, completely digital whereas the hands on analog g-shocks can drift after awhile, it has multiband 6 and solar power and an EL backlight for maximum visibility with solar power to offset the higher battery drain. the batteries hold for 10 years too if you only use the stopwatch and light once per day
