Most are from single parent families or families with poor parents whom dont teach their children how to properly cut their hair or dress themselves because they just want their kids to "be happy" or cant be bothered to be parents. Also fashion and cultural trends making them believe they can do anything they want.

It's a political/ philosophical/ cultural thing.
This idea is to reject european identity (to be exact here, fashion and beauty). It's a culture manufactured to corrode another culture. It's cheap to make and the bold colours and simple designs make it bold and novel. You don't need to be of a certain culture to wear it, and you don't need a taylor to make it; just make sure it's skinny- fit so it exposes your body to the drunkered at the bar.
