Skin is really good at blocking things out, including acids, so shaving and other exfoliants open up ways for the acid and other products to make their way into the skin and actually take effect.

It is literally acid.
Of course it stings.
That said, you shouldn't apply it to broken skin and at shouldn't sting unless you've already removed the top layer of your skin with scrubbing or previous peeling solutions.
You probably need to see a dermatologist and tell them about your regimen and get their advice.
You don't want to damage your lower levels of skin with too much acid.
Only the top layer which you may have already removed.
