OP, you have to cut calories but also do a ton of chest toning while cutting calories. Do alot of pushups. Military presses are good too. You want exercises to Target your lower pecs as well, it's way harder to hit that area than upper pecs. Also all the muscles in your side, back, and shoulders hold that shit in place too.

You lack muscular development and are skinny fat. Recommend doing a strength course and eating a normal amount of calories before starting to diet down. You wont magically grow pecs if you have no underlying muscle.

Same weight and height as OP when not competing in the off season. Still look great because of generics (v-taper is insane) + gym 3hrs/ day, 7 days/ week. Competition weight shredded + dehydrated is 70kg, with a 26-27” waist. Only been lifting consistently for 11 months. You can do it bruh. Make it happen!

Spot fat reduction is a tiny effect. Upper pec is way harder to build than medial and lower pec. Much smaller muscle and more difficult to effectively activate. That is why upper pec development, i.e. “the pec shelf” is impressive.
