I ask this very tentatively and out of curiosity. Growing up (33) I always admired cyber punk fashion, even lowkey style say from the movie Hackers which was more like a twist on current day urban fashion. I'm not thinking anything outrageously ridiculous. But, how come some of cyber punk fashion hasn't even hit it mainstream, it seems to be going backwards? I'm impatient about this because fashion today seems stale and uninspired and still the same as it has been for 30 years. Where are the unique glasses styles, the overt textures and new patterns in clothes, even if it was just casual? Why doesn't society adopt anything new, or express itself more? Why are suits still the same, jeans, t-shirts, sunglasses? What would it take to get to this?

I y ironically dress cyberpunk but I hate the samurai style comfy/slob look in that pic. Even more so the faux-military one.
Just tight black clothing with a single brightly colored t shirt or socks as a highlight and some functional goggles (mine are to block blue light when I use a screen). Also, masks to hide your identity (not that anyone cares but it's cool.)

The fits are subpar.
Just because some dick head has a bunch of cav empt plastered all over his body doesn't make it good. Lots of them are wearing too many layers making them look like a kid who threw on his dad's jacket. i think cyberpunk is actually at its core antithetical to fashion as:
1. it's highly inspired or supposed to be functional wearable tech, much of which either was fictional or doesn't take the same forms today, i.e. cell phones. i guess milsurp stuff can kind of approximate it
2. it's typically individualistic rather than uniform, so it's hard to make an easily digestible and coherent style to market in fashion
3. it's kind of lo-fi and brands like acronym or cav empt would be the playground of the rich elite that is typically vilified in cyberpunk. there's a DIY/repurposing element that demands more thought and energy than the average consumer is willing to devote to clothing

are some reasons off the top of my head. but OP don't give up...there are small outfits out there that are doing what you seek. there's pretty interesting technical fabric development from some surprising names like lululemon and some usual suspects like outlier. those are still really expensive brands so it will remain kind of niche, but maybe they'll start to seep into the mainstream more and become more accessible, pricewise and availabilitywise. but while i share your same impatience for a cyberpunk fashion future to materialize, just say fuck it and be the tip of the spear yourself. i think nothing would be more cyberpunk in spirit than doing that while the suburbanites in their bimbo boxes wear what mass media pushes

Sunglasses are definitely not the same, have you missed these really narrow cat eye sunglasses recently? The fit of jeans is moving from skinny to regular, from ripped to non-ripped. T-shirts gone from long line, assymetric to normal or oversized.

You can't really say, that there's no change in fashion. It's cyclic, but what do you really expect? The form of the human body is given, clothing needs to provide a certain level of practicality. You can't really invent new garment types or even new versions of existing ones, when pretty much everything was already done at some point.

If you're 33, you must have found the style which fits you the most. Dressing up into cyberpunk/tech wear in your age would look stupid as fuck regardless it's being in or not.

The very idea of cyberpunk becoming mainstream seems absurd if you consider its origins. Cyberpunk began as a science fiction subgenre, not a subculture or fashion aesthetic. Over time it attracted fans from other subcultures, such as hackers and phreaks, punks interested in technology, DIY technologists, electro-industrial and industrial rock fans, and fantasy/sci-fi roleplayers. the result was a very loosely coalesced fan community and cultural exchange between the existing subcultures, rather than the actual formation of a new cyberpunk subculture in its own right.
That said, many cyberpunk elements actually HAVE become mainstream, but go largely unnoticed because they are ubiquitous.
for example, if you see Tim Skold dressed as a William Gibson character, you probably just see him as a rivethead. Similarly, if you see a guy rocking some of the more radical Oakley designs you probably just see a surfer or mountain-biker. A guy in a studded leather jacket and smartwatch is easily dismissed as a sexcore fruitcake. A trucker wearing mirrorshades and a bluetooth headset is still just a trucker.
