Absolutely correct, they're basically supposed to be traditional Oxfordshire Englishmen in a sort of 18thC-to-pre-WWI mishmash period. Bilbo and Frodo are essentially country squires; the Sackville-Bagginses are their repellent middle-class social-striver cousins, and the Tooks more or less correspond to proper aristocracy.

This is why the Hobbit parts of LotR are very similar in feel to The Wind in the Willows, for example. Badger and Bilbo are representations of the exact same social class and basically live in the same house, only Badger has a very different personality.
