I managed to be one of the lucky people to get their crown back because it was stress-related, but the best thing to do period, is to keep your hair short. I kept my hair short the entire time just in case and I realized that it looked a shit ton better than long hair anyway. when i got on it, my dermatologist told me that any of the hair that i've retained/regained from using it would fall out if i stopped, but not that it would cause more to fall out than would have if i never got on it. i can't imagine how it would make more fall out than you would have lost naturally if you got off it. it's a topical cream, i don't think it even affects areas you don't touch with it. that being said, i'm not a doctor myself so don't take anything written here too seriously, go to your dermatologist before you do anything.

Yes, but you have to commit to both for as long as you want your hair. I take finasteride (antiandrogen) and just use a dermal roller for blood circulation/regrowth. Rogaine seems like it'd be annoying to apply everyday. Fin is just throwing back a pill.
