Am I a fucking laggard? Seemingly overnight I’ve started seeing tonnes of people wearing these types of fits with tonnes of heavy rings (usually animal or demon head/skull type shit) with big necklaces and usually belt/trouser chains combined with the semi smart streetwear look. What is this wave?

It's Teenagevampirecore. This style was everywhere in the late 90s-early 00s. Look at Buffy the vampire slayer or any of the Blade movies. They all dressed like this. Drab, dark tones, gothic jewelery, button down shirt, possibly dark red for a touch of color, ill fitting leather jacket and you cant forget the obligatory pair of Creepers on their feet.

The intent was to look adult without overdoing it and maintaining a well kept semi-casual level of comfortability. This look went to hell in the mid 2000s when Emo grew in popularity and took the place of Pop-Goth style. At that point people began mixing extreme examples of casual and formal at the same ie: single breasted pinstripe vests, band buttons, fedoras, Chucks, pocket watches, terrycloth wristbands, T-shirts and Ties, etc.
