My GF and I own more than 50 in our personal collection and over the years we have resold hundreds of them. From where I'm from windbreakers are what flannels were for Seattleites in the late 80s.

The ones awfully hard-wrinkled are low quality ones made in the mid/late 80s. Those are slowly fading away into normiedom, as they are cheap and available at EVERY flea or thrift. Those are Chinese from generic brands.

The nice, good and great ones are in pristine condition, smooth or have quality fabrics that even with a lot of wear end up soft-wrinkled. I'd say they peaked in the mid to late 90s. Sports brands we all know as well as some specialized brands like Casual Isle, River's Edge, Lavon and an assortments of imitators made in Korea and Hong Kong.
