The top is horrible and in no way works with the outfit. If you want to wear it put it way until the summer time but I honestly wouldn't recommend ever wearing it unless you're just fucking around at the beach or whatever and don't care about looking super nice.
Switch it for a nice collared blouse or turtlenck if you want to go for sophisticated or a plain white t shirt tucked in to the skirt or even a hoodie might work out if you want casual.

The longer jacket look helps guide eyes to the rest of the fit, the collar of the shirt brings eyes back up and shows off your neck. The color of the shoes match the pants, but the khaki color and lack of laces/ bland fit puts most of the attention on the top of your body, hope you have a nice face.
