Is it too late to start from scratch?

At the very least switch to a plain shirt. The cardigan/sweater thing is a nice idea but the colour clashes with everything. Jeans dont fit very well but I doubt there's much you can do.

the shirt does not match the sweater and tie at all!. Those pants belong in the trash as they do not fit your body nor look good, very thin material by the looks of it and the color crash with the sweater.
If i were you i'd go for regular jeans or some more slim fit option that is dark in colour.
the shirt must go and that tie, a long sleeve shirt underneath the sweater would be enough. no need for a tie.
