Cuffed or uncuffed all depends on look you desire to display and manner other garments are worn. Shirt is far more noticeable than presence of cuff or pin roll and is more importamt in setting mood of look.

Just as left side photo shows, I always have shirt tucked in and have not worn a belt with blue jeans for years. Most of the time I left legs of jeans uncuffed, but can recall a few times when I did make a cuff or pin roll at bottom. I don't think either detracted from the overall Mr. "Neat...Everything fits Perfectly" look in left photo.
