Is it true? Does Western fashion begin in Paris and get adopted in America 2 years later?

Every two years fashion changes, huh? A group in Paris, huh? This comes from /pol/ you say? Do yourself a favor and go back. Imagine if /fa/ or any other board with a semblance of purpose went around shitting up other boards like /pol/ does. Fucking fags.

yes and no. its not as planned as the poster makes it sound. on /pol/ people make certain groups out to be more organized and powerful than they really are. the yes part is that paris is still the artistic fashion capital of the world and the most coveted schedule to show your collection. there are designers that make a name for themselves in milan, nyc, and tokyo but they are the exception rather than the rule. editors of fashion magazines, instagram "influencers," celebrities and so on all attend the fashion runway shows. celebrities will maybe attend a show they are interested in or whoever is hot at the moment, but editors will put in the whole day, all week. they in turn will meet and compare notes and pull out themes between the work of all the designers. what seems to be an emerging or common motif between all the shows they will put down as a trend for the season. then GQ, vogue, and all the other magazines will write articles on whats hot for the upcoming season. some of the things they note will indeed catch on. its not 2 years ahead, its just the season ahead. the truth here is that what trends on the runway in my experience takes 5 years to penetrate to smaller cities in the world.

the no part is that designers often take from the street. subcultures and the so called 'influencers' on instagram will take their own weird directions with clothes, often with thrift items. take for example the designer raf simons, at least earlier in his career he actually cast teens off the street in belgium for his runway shows, and he drew from what they were wearing and his own teenage years as inspiration for design. another 'no' point against that idea is that for some reason trends just jump off for no rhyme or reason. the most recent example in my mind is vans old skool. this was not an item that showed up on paris runways or magazines. but very suddenly i saw everyone and their mom had a pair, even where i live which is no fashion capital of the world.

Why didn't you mention London like it isn't bigger than Milan, NYC and Tokyo? I'm pretty sure it's even bigger than Paris in fashion.

totally spaced on london believe it or not. now that you mention, lets go through it ... on schedule for london: day 1, nobody. day 2, nobody. day 3, jw anderson, house of holland. day 4, chalayan. monday, burberry, margiela. day 5, nobody.

lets compare with paris. first off paris has couture, a whole category of fashion that is absent from london, including chanel (lagerfeld), iris van herpen, aganovich, valentino, margiela, dior, among others. but regular RTW, ok: day 1, thom brown, galliano, givenchy. day 2, saint laurent but i would be loath to count them, vaccarello has yet to find his voice. day 3, dries, margiela, lemaire, kenzo. day 4, chloe, y/project, uma wang, rick, isabel marant. day 5, miyake, theyskens, yamamoto, celine (relevant but i would hate to count this show because hedi is not a dynamic designer). day 5, watanabe, ackermann, westwood, cdg. day 6, stella mccartney, sacai. day 7 miu miu, LV (eh).

so theres hardly a comparison. you can go through the schedules yourself and try to say there are names that command attention on london's schedule too, but you will not convince me. paris fw has two more days than london fashion week, that alone should be telling, let alone who gives their show there. i think there is experimentation that goes on in NY, london, tokyo, and elsewhere that is worth a fashion diehard's time and attention, but for OPs purposes they are irrelevant. for example i think craig green is simmering and has yet to reach a rolling boil in terms of relevance, but he does not show in paris (yet).
