Which brand or designer sell the hightest quality fashion products money can buy? Putting quality, materials, design and comfort as priorities of course.

Quality is a myth.

Clothing is clothing is clothing.

Materials and cuts that are unique by luxury brands are selling you a luxury product not something that’s designed to last forever.

You can get high “quality” goods from usage specific brands. For example:

-high quality leather jackets come from motorcycle brands like Lewis Leathers, etc. they are designed to withstand a tumble and provide resistance to abrasion.

You don’t buy quality in fashion brands.

For menswear, military surplus. It is what most designers steal from anyways. That and good thrift store finds practically drive fashion, since designers use this as well as mood books to inspire collections. If you can afford it, make your own clothes like raf. Pay attention to what designers wear, not what they put on the runway.

Quality = function + longevity of wear + comfort

That’s it. That’s all it boils down to in clothing.

Does it do the job it’s designed to do? Will it last a long time doing this job?
Will it feel comfortable as it does this job?

You can find those tick marks and also stay FAR away from luxury goods.

Probably some Japanese brand that doesn't' sell clothes outside of Japan and only makes 5 of every item every season.

The idea that cheaper clothes don't last is a myth outside of shoes or physical activities. I still wear jackets and sweaters I bought from Uniqlo in 2012 when I was poor and they look great.

I'd challenge your definitions of quality as it relates to fashion. I see quality in fashion as an intersect between design, materials, and construction. Longevity is a function of those three things but does not necessarily define quality.
As you pointed out, there are stupid expensive items made from luxurious materials with interesting designs and construction that are not meant to be especially durable.

There is another class of clothing that focuses on construction, performance, and durability (outdoor gear etc). This clothing can also be fashionable but it is not fashion.

When you try and overlap too much you get something like Acronym, where the materials and design are top notch but the construction and build quality are so subpar that the clothing is not particularly functional or durable.
