Basically, how do I avoid looking like pic-related and develop my own unique self-expression and style?

Where do I even start?

i would assume if you want to develop your own style, you should start with wearing what you like.

Choose color palettes that you like, decide what silhouettes you like and look good on you, and find designers and brands you like. If you're feeling really adventurous, try some DIY work to make things really your own

Browse /fa/, instagram, pintrest, or wherever you want and find styles that you like. It may be useful to save your favorite fit pics and build an inspo folder. Check out what people you see IRL are wearing; what works for them and what doesn't. Go shopping; even if you're not going to buy anything pick out stuff you like the look of and try it on to see how it looks and fits on you. With time and practice you'll start to figure out what looks good on you/what doesn't and what kind of styles you tend towards and your clothes will begin to reflect your aesthetic and personality.
The best advice I can give you is something a wise man once said,
read the fucking sticky.
