so many fashionable cities in the states, specifically enclaves of a certain type of people. have to say the states are more diverse in terms of counterculture scenes, and these groups usually have lots of fashionable people. not always "fa," but there's lots of different options and many people who at least have a personal sense of style.
not even american but been there and certainly are fashionable people there, it's just the average american doesn't care too much for fashion. in the underground/alternative scenes there's plenty of talent.
