I don't know what happened to me then, I couldn't get into the game without a connection when I tried, either way most games these days are implementing this in some way or another and it seems to be the direction the industry is pushing. I would be surprised if they completely didn't let you play without a connection though, Bethesda aren't so out of touch that they wouldn't realize that people really hate having to be online 24/7
