I want to meet and get to know other people who are also into fashion. Question is, where can I meet people like that?

Off the top of my head there's Uni and boutiques, but otherwise I'm not really sure.

Something like that is very hard to come by, there isn't a designated place or anything man just start around the boutiques and chat the employees up and get to know people, if you're not a total idiot chances are they won't mind talking and that's a start

People that are into fashion are really easy to spot on, why? Because they wear those clothes, you can see it without even ask.
Now depends where you live. As some anons said some cities have big stores where people hang out there others is a strict retail experience. Go where those people hang out. In my city I know where all of those people hang out, I think that you should be able to figure that out.
Other way is just go straight up to some fashion curse or fashion events, of course you will meet people there

I live in New England. I'm not going to be more specific or give out the name of the store but there is a vintage clothing store that I live near that is amazing. The owner has been collecting his absolutely massive collection for an amount of time I'm not sure on. I think he's been doing it since the 80s. He's punk rock as hell. Like an OG punk. He's probably the coolest person his age I have ever met.
I don't go there too often but when I do I generally head out around 3-4 hours before closing time, planning to only stay for about 30 minutes to an hour but I manage to get sucked into the conversations with the owner and all of his other phenomenal customers. Before I know it I've been there 30 minutes past closing time just shooting the shit about fashion and other arts.
The owner has parties from time to time there and I've only been to one but I've met some extremely interesting people.
Basically, you should try visiting a local vintage clothing store. And when Is say this I don't mean start up conversations with the employees at Savers. This guy has stuff in his store dating to before the 1920s.
Sorry for how long winded this is but I was trying to get anyone reading this to not just brush it off as another person who thrifts just because it is trendy.
tldr; Try finding a local, well-curated, genuine vintage clothing store.
