Of fucking course, but military garments are still cut very generously, which is his point. It is not like Telny is usually wearing clothing that's sized incorrectly, the stuff he wears looks the way it's supposed to look (most of the time, obviously you can't be exact 100% of the time when you buy online).

Take M65s. Obviously they're not still being issued, but they're a good example as possibly the most iconic military jacket ever, one that's gone completely mainstream in civilian wear. I have to laugh every time I see somebody describe an M65 in a fit "too big, get a size down" because the great majority of the time the person they're talking to is wearing exactly the right size, they're just not wearing the liner plus a bunch of gear (plus shit in the pockets, which adds bulk). The loose sleeves and boxy cut are deliberate, a baggy M65 w/out the liner is hanging exactly the way it's supposed to hang. Jackets that are simply M65-inspired are one thing, but as far as actual milsurp goes, I think when people buy field jackets and size them so far down that they're practically form-fitting, it looks dorky as fuck. It may be more in line with what "normal" jackets look like but it's simply incorrect for the piece.

Obviously milsurp can be sized incorrectly, but 90% of the time when somebody claims it is, they don't know what they're talking about.
