Certainly there are ways for it to work
First it must serve a purpose. Not everything we wear serves a purpose, snapbacks block very little light since they are flat and manny times people wear them backwards because they want to look like a black or something. But since you will be among the first ones your outfit has to make sense. Use it for cold, the sun or to look modest (if you are a woman, a man may look weak if they hide behind a piece of fabric)
Second; it must to grab too much attention, your cape should be part of the outfit, not dominate it. Not too long, not too fancy. Something modest to start with. Investigate on cape-like items and emulate them a bit; a rain-coat, a veil, etc.
Third, be pretty/handsome, that way you could wear anything and still look good
Capes are so eye-catching that you may want to start small, once you get the hang of it you may use it in a more prominent role

Remember that Fedoras want to stand out and be seen as classy and thus choose such clothing, your philosophy should star away from that

A cape should be used as any other piece of clothing. And as in any piece of clothing you dictate the style and if the cape does not match it then too bad
