You can't make a blanket statement for this sort of thing. China is HUGE, and most of its economy is based in manufacturing, so it only makes sense that their are all tiers of quality being exported from who knows how many contractors.

The only sure bet is to understand proper garment construction, recognize good and bad sewing technique, fabric quality, cut, and thread tension.

You could look for vintage GATs and Adidas did a made in Germany version before, but vintage items arent necessarily comfier

Quality of chinese stuff is a far wider range. If you buy "made in" USA, Canada, western Europe, Japan, Australia, etc, 90% of the time you're at least getting "pretty good." When a company wants to cheap out on a product, sending the sewing to China is literally the very first move. But as noted above, China can also make shit nobody else can.
I like to buy things as locally as possible and have fits sewn entirely within 20miles of my closet from domestic grown/milled textiles. It's nice to have physically met the person who made your pants. It's nice to know your money is staying in your community, or at least in your country. Companies that could easily outsource but don't are also demonstrating a certain level of respect for their workers and for their customers, and usually bend over backwards to make you happy. I tour the factories my stuff comes from and chat with employees whenever I can. To answer your original question, no, you shouldn't expect better quality by avoiding Chinese products, in fact often the opposite is true, but for various other social/political reasons you might want to shop around, comma, comma, comma comma.
