It's hard in Burgerstan these days because the big thrift stores now filter out their designer and vintage stuff these days. Goodwill actually auctions that shit online.
Smaller thrift stores that are adjacent to wealthier neighborhoods are the best bet. Or go to Alaska, I've found some great stuff in Alaska.

Practice, I guess. I flip thrift stuff for some side income, it's just a matter of
a) familiarizing yourself with the stores you go to (layout, deals they run, best times to go, etc)
b) familiarizing yourself with brands and looks that are likely to be worth something at a glance (materials, construction, tasteful prints, etc)

with that knowledge in hand you can breeze through stores fast as shit and hopefully do pretty well (unless you live near me, then fuck you lol). I've had some pretty amazing luck with shoes at the store I frequent, recently found some y3s, filling pieces, some old supreme x vans, some rareish Nikes. After you do it for a while you get kind of a spidey sense for good stuff.

also I forgot to mention that going somewhat frequently is a big key. After you get a good find or two come back more often and test your luck--I'd say 50% of time I walk out without anything but it's offset by the occasional score

Goodwill is shit. Don't even bother with Goodwill. At least go to Salvation Army or something. Local thrift stores, especially local chains, are, in general, much more likely to have good items.

Tip: When it looks too well-organized, there is a good chance it's been picked of anything decent. If it's a Goodwill, you shouldn't be there, because there was never anything good in the first place.
