Unless you wear suits and ties all the time you only need one brown belt. Light brown belt+dark brown shoes or vice versa is always fine except in the most formal situations. But for those situations you really should have a dress/formal belt (usually much thinner, beveled edges, etc.)

The most important thing for casual belts is that you get one brown leather (any shade you like) and one black leather, and that they're both full grain leather (made from one piece, not filled in with plastic and other shit that will age horribly). After that you can get any number of cloth belts if you'd like, and quality probably doesn't matter as much.
