Depends on how long the top of your hair is right now. If your sides are really short it's going to take a while for the length to catch up. You could trim the top so the difference is less drastic

It all depends on how you style it. Shoulder lenght is too much for me if i dont tie them. Remember to use good quality shampoo and conditioner, rinse with cold water, air dry your hair. Dont comb it when it's wet. If you need to use blowdryer then use it carefully.

Seems like you are arching your brows upwards. If so, don't do it makes it harder to tell your overall shape.
I'd say you would look good with blunt bob and bangs, you've got a really nice face shape (not awkward so stop with the washed up self-pitying). While the piercings draw attention to >dem lips I personally would remove them.

i don't lend myself to ponytails much because my jaw is rather round so i don't like the way it looks. i learned that the hard way when i got an undercut and went samuraicore. here's a photo though.
