I can only speak for Zara and H&M. While they retain the core aesthetic of the shoe, compare the leather of the cheap ones with a pair of expensive ones; you'll realise i's usually pretty fucking terrible. They're almost always a lot lighter and flimsier than the more expensive pair and almost always have terrible arch support.

The good thing about the expensive shoes is that they don't fall apart and as such they're often on eBay and Grailed. I've bought a pair of calf-leather Diemme sneakers (usually AU$500) and a pair of Broken Homme boots (usually AU$400) for just over AU$100 each. They're both great quality, durable and comfy as fuck. I suggest you just wait for some good pairs to pop up

For the shirts:
Get some blank well-fitting t-shirts and something simple like oxfords. Best value for money is Uniqlo, AsColour, American Apparel. I'm sure someone else can recommend more.

For the pants:
Jeans are fine as long as they fit well, but since you want something other than jeans, the best option is probably chinos. Tan, blue and black chinos are always easy to wear.
Other options include slacks, dress trousers and cargo pants but you could fuck them up badly and look pretty crappy if you don't know what you're doing.

The best thing to do is just make sure they fit properly, a beginner pretty much always wants slim fit.
