Guerilla tactics. We all go to different countries, where we don't give a fuck what anyone thinks of us because we'll never see them again (and we may not even understand their language) and wear cloaks. I think the trick here is to get the right look. There are different forms of cloaks but a lot of them look like simple capes or even robes (I personally love robes), but there aren't any that seem to have any modern day function. The closest thing would be a poncho, but those are more traditional instead of practical. The only thing that comes to mind is a military-type rain cloak, which in my opinion would work perfectly, even though you don't associate them with the modern military. The only problem with these is that they have a militant aesthetic to them, so unless you're going for paramilitary-core, it looks strange
