I personally wouldn't, unless the uniform warrants it.
If the blazer looks casual, fits well, and is worn by someone relatively well groomed and good looking then it might be okay, but people of highschool age often look like they're trying too hard when they wear blazers

Meh, subjective. Not even the hottest male walking the earth can make a neck hugging white tshirt look good with a blazer.

There simply are certain rules when it comes to tshirts and blazers. They need to be made of a certain fabric (either silk or ridiculously high quality cotton), shouldnt have a neck hugging crewneck (vneck is shit as well in my opinion) and be woven in a loose way. A slim fit tshirt will look pants on head retarded with a blazer. And I honestly think that it only ever looks good if you wear a blazer with a matching pants. You will also want to wear a tshirt darker than your blazer. Makes the outfit look more stylish while lighter tshirt tend to look like shit.

So in the end, its not really a tshirt anymore. Its more of a shirt.. without a collar... and without buttons. So basically a tunic. :^)

it'd come of as trying to be 'classy' without full commitment if he's young. if you do it you'd need to tuck in the shirt and have a visible belt if there's any chance. monochrome shirts only.

a light turtleneck is probably a better bet

Depends what kind of school you go to. At mine, it's a very common thing to wear but I go to a school filled with rich kids and nepotism.
