The actual answer OP is that muscular people (assuming that's the idea) are stuck in the same boat as everyone else, with maybe less choice of brands, particularly in the japanese areas (some of those motherfuckers have barely even heard of a 32 waist). Other than those exclusions most brands make pretty accommodating ranges of sizes so there's no real downside there.

Basically the game is to accommodate the upper body while keeping the lower body slim.

My tactic:

All suits must be custom made, no exceptions. Even if they are cheap M2M brands like Indochino or Blank Lapel or whatever. It's nearly impossible to buy a suit off the rack that looks good with big delts and pecs, mostly because the hang always seems to assume a flat chest and similarly-sized arms.

As for off-the-rack tops, buy large and tailor down. Even crappy tailors can easily get the waist of a shirt or coat taken in fairly easily, so focus on getting the shoulders, arms, and neck right. I find that your average menswear joints (Brooks Brothers) aren't hard to work with - Brooks' Milano fit seems to be good for dress shirts with big arms but okay proportions. Stretch t-shirts and casual shirts are fuckin' easy, though - American Apparel and Alternative Apparel fit fine. The nice thing about having huge shoulders and arms is that you fit well into schlubby shit made of good fabric like LL Bean flannels and lakewashed stuff, so check that out.

Pants-wise? Get custom dress pants. I've also had occasional luck with Banana Republic and J.Crew stuff when I'm desperate and want beater pants. Jeans-wise, shrink-to-fit or raw is pretty necessary just to fit the proportions, so always err on that end. I find Naked & Famous Weird Guys fit well (albeit a bit tight in the thighs). 501XXs are always a decent cop, you can just shrink 'em to fit whatever your thighs look like.

I've been lifting for like 6+ years now, so I live and breathe having to accommodate this shit.

Wear short-sleeved henley's and regular t shirts. that's about it my guy. I wear alot of alexander wang tees too but make sure you're body is dank as fuck to get the most of out them. Ksubi is an awesome brand to get into if you're looking for quality, fitted denim for the proper, JOOCY male. I wear my Flyknit Racers alot too and Nike's + everything I said before will get you splashed with pussjuice just walking on the street.

Is that you in the picture? If so, just wear a fitted (but not tight) shirt, neutral color with no design, a nice fitting pair of jeans, and a quality belt.
Try to match shoe color with either shirt color or accessory color, and get a pair of oxfords or boots.
Acceptable accessories include a watch, sunglasses, and a non-juvenile looking bag.
I'm not saying this is full effay, but it's a very basic start that will make you look and feel confident and you can go in a million directions from it. Also, this is what a solid 90% of girls find attractive (think ryan reynolds, ryan gosling, hugh jackman, etc), so bonus points if that's what you're after.
