That's pretty much what the seiko 5S21 does if I'm not mistaken. It beats at 4Hz then uses a spring (encapsulated in oil? I forget) to smooth out that movement. I might have some of the details wrong so look up the movement yourself.

Beta 21, the first swiss quartz movement had a smooth sweep seconds. So did the omega electroquartz, and the seiko 5s21 (pic related).

The Bulova ticks sixteen times per second. The 5s21 is a true smooth motion, as it uses a vial of viscuous liquid and a spring to damp the stepper motor.

I'm not sure why they only made it for three years.
