Literally any tapered track pants. If you don't want to do Nike/Adidas/etc. Isaora's made a minor specialty of the various species of elastic waisted pants. Pic related, yes they come in black.

A lot of "where can I cop this kind of thing" your best approach is just go to omnibus outdoor or athletic brands you like the aesthetic of, and they'll have it. Also, of course, fashion brands you like.

If you want water resistance on something that doesn't have it, make sure it won't kill the fabric (it won't on nearly anything) and cop an aftermarket DWR. Use a spray on the outside for anything that goes next to your skin so it'll wick your sweat, but you can use a wash for anything that doesn't need to move moisture out. Wash + spray gives the best results.
