36mm is a perfect size in my opinion but I guess it's personal preference and 39 is a trendier size. The previous 214170 with the short hands looks awful but the newer version with the hands fixed and the lumed numbers looks great so either size is a good choice now.

Hell yeah you should wear it as a dress watch, but get it serviced first. I would swap the strap for something different, but that's personal taste I guess. Dress watches are supposed to be small, the 60s was a great time for gold dress watches.

Shame yours is so scratched up especially since it's gold plated, but there's not much you can do about case scratches anyway without ruining a watch. The crystal can easily be polished up though, which always immediately makes a watch look ten times better. The crown seems a little off, like it doesn't fit properly. Maybe it's a non-original replacement or it took a hit or something. There's no way to know for sure what shape the movement is in, but it doesn't look like there's any water damage at all to the dial so there shouldn't be any on the movement either.
