How do I get darker bags under my eyes? Want to look strung out, feels like it fits my image.

I want to dye my hair black. Did it a couple years back, but it's been a while.
My hair is naturally brown.
When I did it years ago, I put it in like shampoo and if I missed a spot I just put more in.
My friend told me to put it in with a bush. She even went out of her way to buy me one.
Do I have to use a brush? Does it matter?
