I think it's a bit more like..

For most of history, pretty much everyone was a farmer, they were very poor and there was no social mobility at all.
But when the industrial revolution came, the game changed completely, the world demanded people become educated in machinery and science, as things progressed more and more jobs became necessary to society like clerks, simple jobs like doctors went from being basically palm readers into the advanced profession we know today.

These new people had to be paid more, they were not farmers anymore, they were a new middle class, they had skill and expertise.
And so as they were freed from poverty, they found a novel interest in the tastes of the rich. They could finally have the nice clothes, books, music, etc of the rich. It was new and exciting.
It was a liberation of society, no longer were people kept down in the mud as a serf, they were free and could live a dignified life.
Everyone dressed to the nines, everyone valued education, music, art. This is what you see in victorian times, a society of people who only a few generations ago were wearing sackclock now high on its own enlightenment.
