yes, it's absolutely normal and not really avoidable. when you sit, your lap effectively shrinks. the fabric has to go somewhere.

button flies or bottoms without flies do minimize it, because zippers will buckle when they bend while fabric will just fold over itself.

i normally use dylon, but really you just soak it in your sink or in a pot (that you will never use again for cooking) with a fixative. salt is not a fixative; get one from the craft store or online. use more than is recommended btw, you'll get better results.
