Yes that's one of it's side effects but it's due to water retention so it's only temporary (2-3 months).

It is very effective but apparently extremely painful to insert. It only really makes sense if you think you might mess up taking the pill every day or if you're really scared of getting pregnant (a friend of mine has a hormonal IUD in addition to taking the pill for that reason).
