its really hard to get roman numerals + 38mm or under for mens. Most of watches at these range are >40mm mall shitters, and they tend to be oversized especially for roman numerals.

here is the seagull M186S. Its 38mm, with a no frills inhouse automatic + handwind +hacking for about $100. As with most dress watches at this price range water resistance is non existent (~30m) though

There is also an ungraded version (Seagull 819.368) with sapphire and a better movement but its $100 more.
