Cheap acrylic. Take a small brush, glob it in paint and whip it on the shoe. I did it on my Vans, can be done on any sneaker (try and get some authentic GATs and no one will know the difference between them and your $500 MMM knockoff). Whatever color you want, primary colors look best. Drying time doesnt matter, but do one color at a time.

I wanna paint my red converse white and do this to them. What is the best method for attractive paint cracking and paint splatters?
Rather do this than simply throw them out.

should have used acrylic mixed with matte finish or something- in ur op pic it looks like you used house paint which will most likely have a glossy finish
