Chelsea boots aren't preppy. They're heroin chic, rockstar look, it's almost the antithesis of prep.
If you want "prep", I recommend a pair of brogued, laced dress boots to be worn with cropped/cuffed wool trousers. Grenson for your cheaper option, though I don't recommend it - I'd look to Visvim and Trickers, if you have the money. Remember, cheap boots are always almost an inferior purchase. You can buy from the retrickers page on ebay (Some slight defects, almost never noticeable, and still fantastic build quality) and look on the secondhand classifieds page on styleforum for cheaper options.
