Does anybody have any experience with COS sizing?

I normally wear M in Uniqlo's Slim OCBDs. I've already tried M in COS regular shirts and it was a bit too big so now I'm considering a slim fit. I measured my chest and it's approximately 39 inches. If I go for their 39 inch size, does this mean that it will be exactly 39 inches around the chest or that it is designed to fit a chest which is 39 inches?
