It's not rocket science. Go to all the thrift stores you can. It's not entirely accurate to say that the nicer clothes will be at the stores near nicer neighborhoods because shit gets picked over everywhere and stores share stock. I've found some of the nicest shit at the run-down places. One of my favorite shops is in the ghetto.

Also it's important to make sure something is in good condition before trying it on so that you don't get depressed when you find something that you think is nice only to discover after putting it on that it smells like shit/has holes or stains/etc.

Value is up to your research and understanding of brands. If you're talking resale value, search sold listings on eBay and organize them by recently sold (not currently listed unless you want to see if the same item is listed cheaper by someone).
