It's called a lash tab. They were originally used for fastening equipment like icepicks or knife sheaths to bags. The most useful ones are no longer made out of leather and often have built-in webbing to facilitate fastening of items.

It's called a lash tab. Traditionally they were used as a utilitarian thing, to attach something like equipment and knife sheaths to kayaking bags by connecting them to a bit of webbing.

Notice how this bag has a loop at the bottom? It can also be used to fasten equipment to the outside.

Today most of the sporty ones are made of more durable, weatherproof materials than leather and constructed a bit differently, using built-in webbing and elastic to hold items in place.

On one of my old backpacks, I threaded my shoelaces through a lashtag for going to the gym but it wasn't terribly convenient and felt silly. I think most are not meant to be very functional but could probably hold a carabiner or so.

You can usually seam rip them off of a Herschel or Jansport bag pretty easily.
