Plus, it was part of the contemporary fashion, both military and civilian.
Breeches were favoured even by non-cavalry personell for the imposing look and often worn by officers as privately-purchased item. In the 1930s - 1940s the cavalry still generally bore the status of elite branch and that also made the breeches desirable.

It was also rather usual for the "country gentlemen" in the interwar period to wear breeches as part of everyday attire (think breeches + jackboots + suit jacket combo), at least in continental Europe and Latin America...
